Section II: Object of the design contest/description of the project


II.1.1)Title attributed to the design contest/project by the contracting authority/entity:
The New Line Copenhagen-Ringsted, Køge Nord Station.

II.1.2)Short description:
The competition comprises three assignments:
In connection with the construction of Denmark s first high-speed railway line from Copenhagen via Køge to Ringsted, a new station is to be established to the north of Køge. The station is to serve as a link between the new Copenhagen-Ringsted line and the Køge Bugt S-train line.
Competition participants are asked to submit a proposal for a ‘basic model as well as a more comprehensive ‘vision model and examples of facilities that can be added to both models.
1. Basic bridge and basic park and ride facilities
Proposal for pedestrian bridge (approximately 200 metres long and 6.5 metres wide) across the planned dual-track railway line between Copenhagen and Ringsted, the Køge Bugt Motorway and the existing dual-track S-train line between Køge and Hillerød. The purpose of the pedestrian bridge will be to connect the platforms of the two railway lines, providing a short and natural passage that allows passengers to switch easily between intercity trains, regional trains and S-trains. For reasons of comfort, the bridge must be covered and screened, and it should also feature stairs and lifts to platforms.
Proposal for park and ride facilities with 900 open-air parking spaces: 2-300 spaces at the S-train station and 6-700 spaces at the regional train station. Part of this element of the assignment is to plan passenger flows at the station, including access for and exit of vehicular traffic, set-down areas, a bus terminal area, bicycle parking facilities, access routes to train platforms, pedestrian bridge, etc, and to present a proposal for the design of other outdoor areas near the bridge and the parking facilities. This design should illustrate how the station area is linked to adjacent areas and show noise-screening devices and measures to prevent views into adjacent areas: an existing single-family housing area to the east and a new urban district with a mix of commercial and residential facilities to the west.
It must be possible to realise the basic bridge and basic parking facilities within a budgetary framework of DKK 50-100 million (the basic bridge) + 25-30 million (the basic parking facilities) exclusive of VAT.
2. Vision model
Proposal for a pedestrian bridge as the bridge described in item 1 above, but combined with other facilities such as waiting areas, shopping facilities, artistic experiences and information search facilities. Proposal for the establishment of a building volume (size to be defined in the competition brief) that may later be used for station-related purposes.
Proposal for extension of the parking facilities to a total of 2,700 parking spaces, possibly inside a building structure. The design should preferably set new standards for future park and ride facilities.
Together, the outdoor concourses, the platforms, the bridge and the parking facilities will make up Køge Nord Station. In both models, they should form an attractive, efficient and harmonious park and ride infrastructure.
3. Optional features
Proposal for optional escalators to platforms and a travelator on the pedestrian bridge and for other elements that may enhance accessibility, navigation, comfort and security at the station so as to give passengers a positive experience of their journey as a whole. The optional features should be compatible with both models, and competition entrants are required to submit price estimates for them.

III.1)Criteria for the selection of participants:
The consultancy assignment will be organised as a lead consultancy assignment with one company acting as lead consultant and the other companies as subconsultants.
Applicants will be selected on the basis of the following criteria and must provide the following documentation:
1) References from similar or related assignments. The list may include non-realised projects.
2) Educational and professional qualifications, including the qualifications of employees who will be in charge of the assignment tendered, possibly in the form of CVs.
3) Complete company information: company name, ownership and organisation, address, business registry number, email, telephone number and name of contact person.
4) Annual revenue and equity in the past three financial years plus number of employees over the past three years, broken down by professional category.
5) Information about professional liability insurance.

The above-mentioned data must be submitted for all entities in the applicant s competition team. However, the information and documentation listed in items 4-6 need only be submitted for the lead consultant.
Applications for prequalification must be in Danish or English.
Applicants who fail to submit the above information are unlikely to be taken into consideration in the selection of design competition participants.
Only summary information should be submitted. Max 60 A4 pages (=30 A4 pages printed on both sides).
The competition promoter may demand verification of the information provided.
The application material must be structured as stated above.

IV.3)Criteria to be applied in the evaluation of projects:
The design proposals will be assessed on the basis of functionality, aesthetic impression, technology, adaptation to the surrounding landscape, accessibility for people with disabilities, sustainability and construction conditions in periods when the trains are running and the motorway is in operation. As far as the basic model is concerned, compliance with the budgetary framework will also be an assessment criterion.
The various elements will be weighted as follows: basic model – 50 %; vision model – 30 %; optional features – 20 %.

1. The Danish Architects Association will appoint two design professionals, and the Danish Association of Consulting Engineers will appoint one design professional to act as jury members. Other jury members will be appointed by Banedanmark, Køge Local Council and DSB. The names of all jury members will be stated in the competition brief.

2) The application material as well as the package containing it must be marked ‘Projektkonkurrence – Køge Nord Station . One copy of the material must be sent to Banedanmark (applications may not be submitted by email). A PDF version of the material must be enclosed on a CD or memory stick.
3) Banedanmark and Køge Local Council are the joint promoters of the competition. They intend to entrust a single winner of the design competition with the assignment of designing and planning the bridge and parking facilities. Banedanmark will be the client as regards the basic bridge and connected concourses, while Køge Local Council will be the client as regards the parking facilities. Banedanmark and Køge Local Council reserve the right to let two winners share the assignment: a winner of the bridge contract and a winner of the parking facility contract.
4) If the project is discontinued before an agreement is signed with the winner(s), or if the winner or winners are not entrusted with the assignment within two years of the completion of the competition, the winner(s) will be entitled to compensation in the sum of DKK 300,000 exclusive of VAT. If the winner or winners is or are subsequently entrusted with the assignment, the compensation sum paid will be considered part-payment of the total fee.
5) The winner(s) of the competition will be required to submit a service certificate issued by the Danish Business Authority (or, in the case on non-Danish entities, a similar document issued by a public authority in the country where the entity is domiciled), stating that the entity does not fall within any of the categories of exclusion set out in Article 45(1) and (2) of Directive 2004/18/EC.
6) The realisation of the project is subject to final approval by the contracting authorities.
7) Competition entries must be in either Danish or English. The contract, negotiation and working language used in connection with the performance of the assignment will be Danish or English.
8) The competition period is scheduled to run from late February to early May 2014.
